The Night Watchman pointed his camera out his window on 191st Street (on either Wadsworth or St. Nicholas) last night and captured hours of footage of a van pumping out loud music for more than an hour between approximateley 3 and 4 a.m. He reports on the DINaction listserv (the Dyckman-Inwood Noise Action Committee working to quash noise-related crime in the area) that a call to 311 did not result in police
presence addressing the issue. I've found 311 won't help in that way
though. I always call 911 and 311. 911 to get the problem taken care of
and 311 to make sure my complaint is recorded.
Fortunately, he also reports that there were definitely police officers writing summonses along St. Nicholas and the adjacent area. Unfortunately, the police presence seemed to drop off right after 2 a.m.
He writes, "That's when the animals decided to come out and play. Our regular weekend neighborhood pest decided to park his van next to us and crank his music up to the max from 2:55am till 4:16am. A call to 311 at 3:20am didn't amount to a single squad car that I know of showing up."

I'm forwarding this link to George Espinal to see if something can be done so this guy can get a good night's sleep. I, for one, slept with wax earplugs last night to ensure some rest (salsa and merengue music were pumping up the 215th Stepstreet well into the night after the firworks). It worked, but I'm not sure any of us should have to rely on a lifetime supply of cotton in our ears to get some sleep, holiday or no holiday.
